Anti-Ragging Measures

Ragging in educational institutions is banned. Any one indulging in ragging will be punished appropriately which may include expulsion from the Institution, suspension from the Institution or fine with a public apology. If the individuals committing or abetting ragging are not identified, collective punishment can be awarded to act as a deterrent.

Haryana Govt. has promulgated “The Haryana Prohibition of Ragging in Educational Institution Ordinance 2012.” According to Clause – 2(f) of this, “ragging” means doing an act which causes or is likely to cause insult or annoyance or fear or apprehension or threat of intimidation or outrage of the modesty or injury to a student and includes the following acts, namely :-

  • 1. Abement to ragging
  • 2. Criminal conspiracy to ragging
  • 3. Unlawful assembly and rioting while ragging
  • 4. Public nuisance created during ragging
  • 5. Verbal abuse and aggression, indecent gestures and obscene behaviour
  • 6. Outraging the modesty
  • 7. Injury to body, causing hurt or grievous hurt
  • 8. Wrongful restraint
  • 9. Wrongful confinement
  • 10. Use of criminal force.
  • 11. Assault as well as sexual offence
  • 12. Extortion
  • 13. Trespass
  • 14. Offence against property.
  • 15. Criminal intimidation.
  • 16. Physical or psychological humiliation
  • 17. Defamation or threat to defame
  • 18. Any type of abuse through electronic media
  • 19. Threat to commit any or all of the above mentioned offences

Further according to clause (8)

  • 1. In a proven case of ragging, whether First Information Report has been lodged or not, the Head shall impose punishment of suspension for at least a period of two semester or one annual academic year, as the case may be and may also impose any one of a combination of penalties as described in (i) to (x) of sub-section (2)
  • 2. Depending upon the nature and gravity of the offences as reported by the committee the Head may impose any one or combination of the following punishment upon the student(s) found guilty :-
    • (i) withholding or withdrawing scholarship or fellowship and other benefits.
    • (ii) forfeiting campus placement opportunities or recommendations
    • (iii) debarring from appearing in any test or examination or other evaluation process.
    • (iv) withholding of results
    • (v) debarring from representing in any regional, national or international meet tournament, youth festival etc.
    • (vi) suspension or expulsion from the hostel
    • (vii)cancellation of admission
    • (viii) rustication from the educational institution for a period, ranging upto three years;
    • (ix) expulsion from the educational institution and consequent debarring from admission to any other educational institution for a period of three years;
    • (x) Imposition of fine upto twenty five thousand rupees.

There were no cases of ragging reported last year. However, students should immediately contact the principal/Anti Ragging Committee in the event of ragging by senior students. Undertaking as contained in the admission form that the student will not indulge in any act of ragging has also to be given by the student and his/her parent.
